[PODCAST] Ang walang tigil na culture of impunity sa ilalim ni Duterte

Sa loob lamang halos ng isang linggo, dalawa ang nadagdag sa listahan ng mga aktibista at human rights defenders na pinatay sa ilalim ng pamumuno ni Pangulong Rodrigo Duterte.

Pinaslang si Randall “Randy” Echanis sa kanyang tinutuluyan sa Quezon City noong ika-10 ng Agosto, habang pinagbabaril naman si Zara Alvarez sa Bacolod City noong ika-17 ng Agosto. Ang mga insidente ay ang katapusan ng ilang taong harassment at red-tagging.

Ang mga insidente laban sa mga aktibista ay kasabay rin ng libo-libong namatay sa war on drugs, pati na ang ilang pinaslang na abogado at government officials. (READ: Duterte ushers in new level of danger for activists, human rights defenders )

Sa episode na ito, pag-uusapan nina Rappler reporters Lian Buan, Rambo Talabong, at researcher-writer Jodesz Gavilan kung paano umabot ang Pilipinas sa ganitong katinding culture of impunity.

Ayon kay Talabong, kailangang mas ayusin ang imbestigasyon mula sa mga pulis mismo:

The police can do its best by doing their job. It’s really a matter of criminal investigation. Itong pagpatay sa mga aktibista o pagpatay sa mga tao in general, trabaho nila na pigilan ito in the first place. Ang nakikita natin sa mismong complaints ng mga human rights activists and mga pamilyang nakausap natin, hindi sapat ang ginagawa ng pulis. Na ang kanilang [mga imbestigasyon at paghahanap] sa mga pumapatay sa kanilang mahal sa buhay ay hindi naman nahahanap at nawawala na lang at hindi na napu-pursue.

Ano ang implikasyon ng anti-terror law sa sitwasyon? Ayon kay Buan:

I would say that the war on dissent has just gotten a legal backing because of the anti-terror law… Now with the passage of the anti-terror law, the war on dissent will get more bloody, will get fiercer dahil broad talaga ang definitions of the anti-terror law. It will open a lot more people to prosecution, a lot more people to surveillance, and to freezing of assets. That is your war on dissent. We shall equate that to the anti-terror law no matter what the government wants to say.
