Bekasi in West Java is set to implement a ban on single-use plastic bags in March, starting with modern retailers. Ferdinan, head of the Bekasi Environment Agency’s environmental management and capacity building division, said the advanced notice would allow retailers to prepare for the new policy. He added that the agency would hold a focus group discussion on the ban, participated by retail shop owners, the general public and environmentally friendly plastic providers. "We will convey the message that plastic waste is already a global problem as well as a national one," Ferdinan told Tempo on Monday. The Bekasi administration is considering bioplastics made of vegetables and bags made out of cloth or other materials that are easily degradable to replace single-use plastic bags. Efforts to reduce plastic waste, a material blamed for polluting the country and global oceans, have never received zealous support from either the government or public. Only a few environmentally conscious people have launched their own movements to reduce the amount of plastic waste produced. However, the discovery of 5.9 kilograms of plastic waste inside the stomach of a sperm whale washed ashore in Wakatobi, Southeast Sulawesi, in November, seems to have served as a wake-up call to the government and regional administrations to start a move against plastic, starting with single-use plastic bags that are freely given away at modern and traditional retailers and even restaurants. Cities such as Banjarmasin in South Kalimantan, Balikpapan in East Kalimantan and Badung in Bali have banned the use of plastic bags at retailers to reduce the amount of plastic waste produced. Retail businesses in Jakarta are ready to welcome a regulation banning single-use plastic bags, while business associations are criticizing the move. Association of Indonesian Retailers (Aprindo) head Roy Nicholas Mandey said the city should only reduce the use of plastic bags instead of banning them. “Aprindo regrets the ban when it should have only been reduced,” Roy said on Tuesday, kompas.com reported. “Article 3 of Presidential Regulation No. 97/2017 also said reduced [plastics use], there is no mention of a ban,” he said. He said the result of those regulations were the use of nationally certified (SNI) biodegradable plastic bags recommended by the National Standardization Agency (BSN), in accordance with a recommendation from the Environment and Forestry Ministry. Chile made history on Friday when it became the first country in South America to ban the commercial use of plastic bags. "I want to share with you the joy that as of today we're enacting the law," said President Sebastian Pinera at a public ceremony in the centre of Santiago, after which he handed out cloth bags to passers-by. Large businesses have six months to phase out the use of plastic bags, while smaller ones will be given two years to adopt the new rules. It means that any form of plastic bag other than those constituting primary packaging "necessary for hygiene or to prevent food wastage" are prohibited, the government gazette Diario Oficial said on Friday. The ministry will make their plan public one or two months before stopping people from bringing foam and plastic containers and bags into the areas under their jurisdiction.
