How idled car factories super-charged a push for U.S. chip subsidies
By Stephen Nellis - When President Joe Biden on Wednesday stood at a lectern holding a microchip and pledged to support $37 billion in federal subsidies for American semiconductor manufacturing , it marked a political breakthrough that happened much more quickly than industry insiders had expected. For years, chip industry executives and U.S. government officials have been concerned about the slow drift of costly chip factories to Taiwan and Korea. While major American companies such as Qualcomm Inc and Nvidia Corp dominate their fields, they depend on factories abroad to build the chips they design. As tensions with China heated up last year, U.S. lawmakers authorized manufacturing subsidies as part of an annual military spending bill due to concerns that depending on foreign factories for advanced chips posed national security risks. Sedition lies in the effect, not in content
Recent charges of sedition against individuals have brought back focus to a law introduced in the Indian Penal Code in 1870. In Kedar Nath Singh v. State of Bihar (1962), the Supreme Court upheld the constitutional validity of sedition and noted it as being a reasonable restriction on free speech as provided in Article 19(2) of the Constitution. It made clear that a citizen has the right to say or write whatever she likes about the government, or its measures, by way of criticism or comments, as long as she does not incite people to violence against the government established by law or with the intention of creating public disorder. One wonders, if the law provides this protection, then why is this archaic, yet powerful, law often used to quell dissent? Why the law needs a relook Following the Kedar Nath case, the Bombay High Court, in the case of cartoonist Aseem Trivedi, issued guidelines which the police must follow prior to invoking the provisions of sedition.
