A few months ago, then defence minister Manohar Parrikar asked the general to head a committee to recommend ways to enhance the combat potential of the armed forces. The Shekatkar Committee has submitted 120 recommendations on defence reforms. The cerebral general served four decades in the Indian Army, serving extensively in the north-east combating insurgency. At last count, 50 cars of Kashmiri Muslims have been burnt down in a residential area in Jammu where Malik Yasir Ahmad lives. “People are looking at number plates and burning any car that’s from a Valley-based district,” says Ahmad, economics professor at Cluster University Srinagar (CUS). “Residents are parking cars at a distance from each other so that not all are targeted at once and damage is minimised.
