SINGAPORE – The Singaporean doctor whose partner Mikhy Farrera-Brochez is at the centre of the HIV Registry leak, lost his appeal on Monday (March 11) against his conviction and two-year jail sentence for helping the American dupe the authorities into issuing him a pass to work here. Justice Chua Lee Ming, in dismissing Ler Teck Siang’s appeal, said: “Your arguments are creative but baseless and, in part, illogical.” Justice Chua said he did not agree that the sentence was “manifestly excessive”. The judge added that there was an aggravating factor in Ler’s case, as he was an instigator in the plot to cheat the public agencies. Ler, 37, who asked for time to make arrangements for his pets, was ordered to start his sentence on March 21. Bail remained at $40,000, along with electronic tagging. SINGAPORE - The doctor whose partner is at the centre of the HIV Registry leak appeared in the High Court on Monday (March 11) for an appeal hearing. Ler Teck Siang, 37, is appealing against his conviction and two-year jail sentence for abetment of cheating and for giving a false statement to a public servant. Ler had given a sample of his blood in place of that of his HIV-positive boyfriend, Mikhy Farrera-Brochez, so that the American could pass medical tests to work in Singapore. Farrera-Brochez, 33, recently leaked the details of 14,200 people with HIV, and another 2,400 of their contacts, and was ordered by a United States court last week to immediately hand over all copies he owned of any confidential data from the Singapore Government. He was also formally charged by a grand jury in Kentucky on Thursday with offences related to stolen identification documents from Singapore, bringing him one step closer to a trial. When Ler Teck Siang applied for the job of leading the National Public Health Unit (NPHU), only two qualifications were required. According to the advertisement printed in The Straits Times in Oct 2011, applicants needed a basic medical degree with at least a conditional registration with the Singapore Medical Council, and at least two years of clinical experience. Ler got the job in March 2012. It was in his capacity as head of the NPHU that the doctor accessed the HIV Registry. He is currently embroiled in the data leak that has left 14,200 HIV positive individuals and their personal data vulnerable. SINGAPORE - The duo at the centre of the HIV Registry leak were boyfriends who hatched a plot to trick the Ministry of Manpower (MOM) into issuing one of them an employment pass. Mikhy Farrera-Brochez, 33, had met local general practitioner Ler Teck Siang, 36, online. The American lived in Singapore for eight years on employment pass, from January 2008 to June 2016. He had moved to Singapore a year after the pair got into a romantic relationship. As he knew that foreigners with HIV are not allowed to work here, Farrera-Brochez, who is HIV-positive, conspired with Ler to falsify his blood test results. To successfully apply for an employment pass to stay here with his boyfriend, Farrera-Brochez submitted a HIV-negative test result to MOM in March that year, using Ler's blood for the test.
