During the last few weeks, some states, particularly the traditional out-migrant states, have issued ordinances to significantly relax or suspend labour laws. These changes are aimed at removing potential impediments to employment generation so as to absorb the unemployed — especially the returning migrants — and/or attract foreign direct investment.
