ROAD accidents claimed 418 lives last year, which means that there is a road fatality every 21 hours in Metro Manila (National apital Region or NCR). Records of the Metropolitan Manila Development Authority (MMDA) showed that there were 90,258 road accidents in 2014. The alarming figures caught the attention of Senator Ralph Recto, who is now calling for the effective use of the Motor Vehicle User’s Charge (MVUC) or Road User’s Tax in keeping roads safe and in preventing road fatalities. THE MANILA police have launched a manhunt for three top suspects in the fraternity hazing rites that led to the death of UST law freshman Horacio Tomas Castillo 3rd, while the Justice department placed 16 members of the Aegis Juris Fraternity on a lookout bulletin. John Paul Solano, the “Good Samaritan” who claimed to have found Castillo’s body on a Tondo sidewalk and brought it to the Chinese General Hospital early on Sunday, is now a primary suspect, along with Antonio Trangia and son Ralph Trangia. Chief Supt. Joel Napoleon Coronel, director of the Manila Police District (MPD), said Antonio Trangia owned the red Mitsubishi Strada, with plate number ZTV-539, that was used to transport Castillo from the still unknown hazing site to the hospital on Blumentritt Road in Manila. Pedro Acharon Jr. of South Cotabato said that he is planning to re-introduce House Bill 39, which seeks to provide local government units (LGUs) the authority to regulate the operations of motorcycles-for-hire in their areas of jurisdiction. CHARGES were filed on Monday, August 15, before the Davao City Prosecutor's Office (CPO) against a Korean national involved in a vehicular accident last Friday evening. Charged with reckless imprudence resulting to damage to property, violation of Republic Act (RA) 4136 or driving a motor vehicle without first securing a driver's license, and RA 10586 or anti-drunk Driving Act of 2013 is Moo Hee Lee, 46, a businessman and resident of Ladislawa Village in Buhangin, Davao City. The complainant, who refused to be named, claimed that while he was travelling along MacArthur Highway and heading towards Bankerohan, at around 10 p.m., last August 12, a speeding Toyota Wigo driven by the accused bumped his car from behind.
