India has the second-largest number of telephone connections in the world, and according to the government, the tele-density has reached 86.37%, while the rural tele-density is at 58.85%. Monday, the telco held a pre-bid conference to clear apprehensions of prospective bidders.The telecom carrier, in its notice said that the potential company must own or have unrestricted , irrevocable access and license to modify the source code and provide software support for all future versions, and added that the the source code for core as well as radio-access network should be deposited in Escrow account."They (foreign vendors) were also against any mandate of submitting source code in Escrow.
