MANILA -- Sen. Cynthia Villar is seeking a legislative inquiry into P4 billion in funds that should have gone to programs for increasing the production of local farmers under the rice tariffication law. Farmers should get a total of P10 billion yearly from the Rice Competitiveness Enhancement Fund (RCEF) sourced from tariff collections on imported rice, said Villar, chair of the Senate agriculture and food committee. The budget department released P5 billion to the Department of Agriculture in December last year, even before the rice tariffication law was signed in February 2019, she said. Airport terminal fee for students waived Richmond Mercurio (The Philippine Star) - August 2, 2019 - 12:00am MANILA, Philippines — The Department of Transportation (DOTr) yesterday started exempting students from paying passenger service charge at all airports operated by the Civil Aviation Authority of the Philippines (CAAP). The CAAP has directed its 42 participating airports to designate personnel who will be responsible for the processing of applications and the disbursement of payment for refund. The Malasakit help desks located at CAAP-operated airports will serve as certification and refund counters for the processing of the exemption. The DOTr said airports not under the CAAP such as the Ninoy Aquino International Airport, Mactan-Cebu International Airport, Clark International Airport and Caticlan Airport are not included in the implementation. SINGAPORE - Scoot flights will take off from Changi Airport Terminal 1 instead of Terminal 2 from the later half of October. The airline said last year it would move its operations to T1 in the last quarter of this year but did not specify a date. In an e-mail to trade partners and a notice put up on its FlyScoot website this month, it confirmed that this will take place on Oct 22. All but seven Scoot flights will depart from T1 that day. The first - Flight TR100 bound for Guangzhou - will take off at 5.15am. Check-in counters for Scoot will be located at rows five to seven in the T1 departure hall. All Scoot flights arriving at Changi Airport on Oct 22 will land at T1. The flight schedule for all flights will remain unchanged despite the move. SINGAPORE: Low-cost carrier Scoot will move its operations from Terminal 2 to Terminal 1 (T1) at Changi Airport on Oct 22, it announced on Thursday (Jul 18). The move aims to "facilitate Scoot's growth in the next few years", said the airline in a joint media release with Changi Airport Group. "Since April 2019, Scoot has launched eight new destinations in China, India, Laos and Malaysia, as part of expansion plans for the future," it said. The airline added that it was on track to launch nine more new routes by the end of next year. With this growth expected to continue, Scoot said that customer experience will "play an even bigger role". Check-in experience, in particular, has been identified as one of the top three areas which the airline wanted to improve.
